If I recall correctly, this is done via .htaccess rules. There was no way to enforce https for specific pages (such as your user profile, where you'd enter potentially personal info such as your address, phone number, etc.), so it redirects to https for all traffic. Pain in the rump when working on a migration.
Yes, you should be. There was a few days when the "promotion" mechanism wasn't running, but it should e now. In fact, we now have a field in the user profile "If you were DQ in the old site, should you be on the new one?
