Homecraft lathe help

I have a Delta Rockwell Homecraft 10 inch lathe, no. 46-110 that has been in the family for around 50 years and have decided to clean it up a bit. Took off the four step pulley from the headstock and noticed from the manual that a fiber washer was missing. So far I haven't found a source for replacing it and wondered what purpose it serves. The parts list is attached below although the washer doesn't seem to be numbered. It goes on the spindle between the pulley and headstock housing. My manual says it is a 3/4" fiber washer, 1 1/4" OD 1/32" thick. Any thoughts about it's purpose and how I can either make one or find a reasonable replacement? Thanks.

Probably to soften the lateral movement, you can use a nylon washer. If you can't find one let me know and I'll make one for you.

Hi,
Theres actually a conversation going on now at OWWM.ORG that you might find beneficial. They are discussing sources and the difference between fiber and felt as well.
