It looks a lot like a concept that might have appeared in POPULAR MECHANICS or POPULAR SCIENCE back in the 1950's. The vehicle concept has 1957-58 looks, and the pipe was a present feature in every contented woodworker's mouth. So my guess is 1957 POPULAR MECHANICS.
