I think a reasonable argument can be made for either the above or "User Announcements", so feel free to use your personal judgement.

I should probably also add that if anyone finds themselves in the position of not knowing for certain the best forum, please always feel free to ask us here OR go ahead and use your best judgement -- the absolute worst that will happen is one of us will move your thread to a more appropriate forum where it should receive more views and exposure... you'll then get an automated PM notifying you that the thread was moved and to where.

The Staff simply view this sort of work as basic housekeeping so you are not going to end up in anyone's doghouse for posting in the wrong forum... the same goes for merging closely related and/or cross-posted threads and deleting accidental duplicate threads. We do these things simply to help maintain consistency in the site's organization and to help ensure the most relevant audience for your thread.
