What is this tool called? ( Sorry, this is the only picture I have) It looks like it is used for making mortises. One side has 5 little auger bits that overlap. The otherside appears to have a shaft that drives the bits.

Its for boring pocket holes for sash pulleys in weight and sash cord windows. Old school for sure

Vintage machinery says some were made by the Grand Rapids Sash Pulley Co. Another maker name is Olney & Warren, Centre St. NY

the body, boring bits and vertical shaft I understand, what does the perpendicular horizontal shaft do?

its a stop stick to keep the rig from rotating on the drill press.
There are lots of drill press accessories that have to have this feature to work.
