Raised Letter Sign..Need Advise

I want to make a raised letter sign to use in front of my house and I need some advise from someone that has made them. I will be using a DW621 router and thought I would use a 1/4" collet. I did a little testing today. I used a 1/8" spiral bit to cut around the letters that I had marked on the board. I made the cut 5/16" deep. Then I went back with 3/8" bit to clean out the waste between the letters.

1. What type/size of bit is the best to use?
2. Do you make narrow cut around the letters, then go back with a bigger bit and clean out the waste?
3. How deep do you make the cut?
4. Do you do the cut the depth all in one pass?
5. How do you paint/stain the letters without painting the recessed areas?
6. Do you round over the edge of the letters?

Any advise would be helpful.

For a different approach you can cut the letters/numbers out on a scroll saw, paint or stain them and glue or screw them to a flat backer board.
