These are safety wire pliers. They are often used in aviation to tighten safety wire that prevents nuts from backing off in critical applications.

I saw a mechanic use one to wrap wire around a rubber hose connection and twist the ends to tighten and secure it.
Don't know the name of the tool.

Grab the two ends of the safety wire (usually about .032" dia. stainless wire)...squeeze the handles until you are able to push the lock pin into the hole...pull the center knob and the pliers will spin, twisting the wire...takes a little practice, but works easily once you get the hang of it...I've had one of those for over 50 years...they come in handy in surprising ways.

It's really cool and works. This one is from 1950's or earlier. No markings at all. Not to complicated and actually simple to use. All sorts of applications.
