Is this a sanding or finishing issue?

I'm making a farmers table and have a problem spot that I think is a sanding flaw but want a second opinion as well as hopefully some remedies.

Do I need to sand off the stain and marks and restain? Should I do the entire surface or just that end? Will blending the stain after be difficult if I don't do the entire (104") table?

Yes, I think it's a sanding flaw, maybe cross brushed when sanding the breadboard?

With stains, its very difficult to resand an area and get it to blend, but it depend on the wood. Dyes are easier to fix than stains. But give it a shot, worst case you'll have to resand the whole thing. o_O

SAnding will resolve. However, did you use a caul on the glue up ? It looks to me like something was pressed into it, like a shipping banding or a caul that possibly go a bit of glue on it.
