There's a link on the pay FWW site to a few shots of him cutting out the fan and it looks like he has his bandsaw tuned up near perfect and saws with a fence to make the design. Then he has a Fein Multimaster clamped to a ~4ft section of 2X4 with hose clamps, mounted upright to a stand on the floor. He adapted one of the wide Fein MM scraper blades and has PSA sandpaper mounted on each side to sand in between the thin sections.
Looks like he does it without steam.
