so my suggestion based on that is a cross-cut hand saw or a japanese saw + a trysquare.

You are in an out for $30! (Lowes or Home Depot - since Lowe's is on your no no list :))

This will teach him how to cut a strait and square line - invaluable for the future plus it puts him in a relative safe situation.

Now, if I misunderstood and he needs to cut curves - a coping saw has been used for hundreds of years! Again a reletively safe tool for a starting woodworker and reasonably priced - an eclipse ($20-$30) or a Stanley fat Max from Ace hardware ~$20 again for less than $100 he can do a lot of work and get a lot of experience!

Mike you should just be proud of your son for asking you on an opinion. I know if it was most kids they would've done used everything in their reach to cut those things in half. I think the protectiveness is on this one is going to inhibit his ability to learn it's highly unlikely he's going to take his finger off with something like a jig saw or put an eye out. Tell him to throw on some safety glasses and have at it if he messes up the cut it's only a 2x4 they are relatively cheap and he'll learn from his mistake. Once he starts moving up to circular saws, table saws, and band saws he most certainly needs someone to over view the operation. Even then he will still run the risk of getting hurt heck I drilled halfway through my hand with a drill messing will my fathers portable drill a few years back learned to clamp what I'm drilling down and hasn't happened again. Hope all goes well on his project and finding a mentor for him.

Jigsaws are oversold as ww tools, I never found them very useful. Learning to cut with a handsaw is far more beneficial in the long run.
