Charger or Battery

I was cleaning up the other day and found a Black & Decker 14.4v drill I had replaced because the batteries would not charge. The battery type is PS140. The old post type NiCad battery for the Firestorm drills. I have found replacement batteries at Amazon for about $27 ea. with free shipping.

Not a bad deal but how do I determine if it is the battery or the charger that is the problem?

I suppose the charger should put out a DC voltage - test it with a volt meter. If you get a reading - its probably the battery.:)
