Stabilizing ash cookie bark

I have numerous ash cookies from 6” to 20” diameters and thicknesses from 3/4” to 1.5” which I have been sanding with a drum sander. During handling, small portions the bark flake off even though I have scraped it with a wire brush to remove loose material and moss. The cookies are dry. I plan to finish the face with tung oil. I want to stabilize the bark edge and I need advice as to how to do this. There are about 45 cookies so I would like it to be a simple procedure and I don’t want the treatment process of the edges and faces to interfere with each other. What would you treat the edges with and which gets treated first – the face or edge?
