Site Down Procedures Again

I think with the new staff members, some may not know about site down process. For instance Monty probably doesn't know about.

What made think about it, was that Chris just posted a potential one.

By the way, how does a new mod join the Yahoo group? I can't remember how I did it. That would probably be a good thing to add to the mod/admin how-to. I'm willing to add the post if someone can refresh my memory.
