Is it safe to use 1/2" router panel bits in a shaper?

Windknot, I don't see why it would not be ok as long as you have the appropriate collet and shaft. I use 1/2" bits all the time in my shaper and 1/4" bits occasionally, although I have never tried a panel raising bit. Are you planning to use a horizontal or vertical panel raising bit?

I agree with D L. If you have the appropriate collet for your shaper and follow all the safety warnings and instructions that came with the bit and the shaper there should be no problems. Smaller diameter bits may not give good quality cuts at the lower speeds of the shaper but the larger ones (like raised panel bits) work well.
