I've got a new set of water stones to sharpen chisels and plane blades. They came with a wooden holder, and currently I keep them dry and wet them when I use them. After use I lay them on a towel until they are dry again. My ?: Should I submerge the stones and keep them wet all the time, or am I OK doing what I'm doing now? When I use them should I be constantly wetting the cutting surface?

If your shop is heated you can just set them out to dry slowly. If it gets below or near freezing then the extra effort to be Sure they are dry can be helpful.

Submerge before use to get them thoroughly wet.

When in use you should keep them very wet, nearly flooded. At least enough to hold a good slurry.

If they are "splash and go" stones, then you can keep doing what you're doing. If you have to soak them before use, it might be better to keep them submerged (provided the temperature stays above freezing, as Mike said).
