I visited a local woodworker who was selling out and purchased a bundle of stuff. He threw this in with everything as I was leaving. Never really seen a carbide tip edge plane. Anyone have any experience with this type or brand of tools

No experience with that specific plane, but I have a round over plane that looks similar.

Is this a chamfer plane?

I have a couple of the older predecessors to that. It’s handy for breaking edges on stock and sheet goods. It takes some time to get used to and set up but once it’s dialed in it’s rather handy. Mine spends most of its life in a drawer.

Well luckily he gave it to me. I didn’t need it and didn’t pay for it. So it’s a win win. Regardless, it is a heavy solidly built item. Need to try and use it just to see. The carbide tip is interesting
