How to re-set commode in bathroom where toilet flange is too high?

1- Check to see if the top of the pipe is at or below floor height. if not, call a plumber, or if you are up to it, cut the pipe off using a wheel on a grinder.
2- If so...chisel out the lead and remove the old flange.
3-Install the new floor.
4-Install a new flange designed to go into the pipe and expand...http://www.youtube.com/watch?v=jagk5-HjopI
5-Reinstall the toilet.

As a GC of old Please check with your building inspector on those wooden support posts; They should be steel posts NOT wood, also they should be on a footing NOT plastic sheet on dirt. A: plastic can slip, B: termites LOVE wood; NO support for the posts as in a footing they WILL move,slip etc.
Either 3" concrete filled metal post or steel jack post that when adjusted to correct height is WELDED so it can never move
