Hanging Stuff on a Poured Concrete Wall

The initial post says the shop "will" have 10" walls. If not built yet, why not have the builder put in some threaded anchors in the concrete (floor and wall) to attach the stud wall?

It is an existing basement that 'will' become my new shop. The current owner has machine tools there now and works on motorcycles. Has really good wiring panels but the bare concrete walls and floors. There are actually two complete 200 Amp panels with separate service to each - not a panel / sub-panel arrangement. Lots of 220V circuits available for my stuff - running things like welders and a big compressor right now.
