Does it do it with the belt off of the motor? And does the motor turn easy and free? It really sounds like the wiring inside the motor might be the problem. Could be a fielding wire connection or even the brushes not making good contact on the armature. It's hard to say what it could be. Hope you find the problem. It is hard to have a drill press down. I'm all the time using mine.

Forgive my ignorance of the name of the component, but there is a switch in the motor that is controlled by centrifgual force that should make contact to power the capacitor start when the motor is not spinning and then break that connection when the motor starts spinning. If it isn't springing back to make the connection to the cap at rest, then it needs cleaning or adjusting. Can you tell if the cap is getting power when you first turn on?

I was thinking the same thing, and I think it is called a centrifugal switch. It is like the points in an older car/lawnmower that has points and condensor. If the contacts aren't shutting good or are dirty the capacitor is not kicking in to assist with starting the motor.

Yep, the centrifugal switch is that click you hear when the motor is turned off and has almost stopped. If that's malfunctioning, your motor won't start by itself.
You should see continuity with a meter or test light from the AC "hot" to one side of the cap (make sure your motor is unplugged!) when the motor is not spinning. If you have no connection, check the centrifugal switch and it wiring. If you have a connection, try replacing the capacitor. You must use a cap that's rated for the voltage and current requirements and have the same or close value to the original.
There is also a possibility that you have a permanent run capacitor motor. These do not have a centrifugal switch. This page gives a pretty good explanation.

The most common type used in power tools is the capacitor-start system, however.
