Blotchy birch?

Putting the finish on the new vanity and cabinets. Birch front frame, Baltic birch case. The some of the ply came out a bit blotchy. I will do the usual tinting and spray the poly, but it surprised me. The face frame was not blotchy but had a few little eyeballs in it which were Ok after wiping down.

Not used birch before. Is this typical?

Never had wood react like that unless silicone or something like that got on it, maybe ? Fish eyes are usually a result of a non compatible agent to the finish on the wood. Rarely is it the wood itself. Stuff like that can get transferred easily by sandpaper, tools or hands and gloves.
