Bandsaw Tire came loose

My lower bandsaw tire keeps moving out off the rim; probably as the result of my backing out of the cuts. What glue do you recommend for re-attachment?

Carter recommends 3M 4799 Scotch-Weld Industrial Adhesive
for installation of 20 inch and smaller rubber bandsaw tires. According to Carter the 3M 4799 Adhesive creates a excellent, lasting, flexible bond.

What Casey wrote is as good as any contact cement and better than most.
That assumes:
The tire and rim are cleaned
The tire is rubber
The tire hasn't been stretched over time with too much compression. For example, a Delta 14" band saw often does not have the tires glued on. Extreme compression on very wide blades will squash the tire during rotation. A glued-on tire will usually withstand this compression.

A rule of thumb for a rubber tire diameter is the 20% under sized. A 14" wheel is 44" in circumference so a new rubber tire should be 35" or so.
