Army footlocker.

Was given this by a customer/friend and was wondering if anyone knows anything about it. I have been able to find that it was packed by Century tool in 3/52. All tools are still wrapped in cardboard. No rust whatsoever. Was delivered to Quartermaster in Richmond Virginia. Any help will be greatly appreciated.
